The United Nations Intergovernmental Negotiating Committee (INC-5) for the Global Plastic Convention was held in Busan, South Korea from November 25th to December 2nd, attended by more than 1400 negotiators from 178 member countries, as well as over 2300 representatives from intergovernmental organizations, United Nations agencies, non-governmental organizations and the media. Zhang Peichao, Vice President and Secretary General of CCAIA, attended the conference. At the same time, the Association organized relevant leaders from China National Chemical Corporation, Qingdao Haiwan, and Shaanxi Beiyuan as NGOs to represent the industry throughout the conference. The conference mainly consists of general meetings, regional meetings, and contact group meetings. During the conference, CCAIA participated in the general meeting and various contact group meetings. During the negotiation period, CCAIA actively communicated with members of the delegations from the Ministry of Ecology and Environment, the Ministry of Industry and Information Technology, and others to reflect industry demands, providing technical support and suggestions on relevant conference topics. Besides, CCAIA had in-depth exchanges with various regional associations affiliated with the Global Vinyl Council, including vinyl associations in the United States, Europe, Japan, Canada, Thailand, etc., to discuss sustainable development issues such as PVC product recycling in different regions, and reached a consensus that they will actively speak out to government delegations in various countries (regions) to jointly safeguard the interests of the global PVC industry. After arduous negotiations, due to significant differences among the parties on some key issues, no agreement was finally reached at the Busan Conference. The conference decided to hold a resumed INC-5 meeting in 2025 to continue negotiations on the convention documents. CCAIA will continue to closely monitor the follow-up progress of the global plastic convention negotiations, actively respond with industry enterprises, and safeguard the interests of the PVC industry.
