On September 21 and 27, CCAIA held an online meeting on responding to the PVC safeguard measures in India, mainly in response to the filing notice issued by the Ministry of Commerce and Industry of India on September 16 on initiating the investigation of safeguard measures (quantity limit) for PVC suspension resins with residual VCM content higher than 2PPM. The notice pointed out that the investigation period of safeguard measures was from April 1, 2019 to June 30, 2022, and the regions involved were required to feed back relevant materials within 30 days from the date of issuing the notice. The Indian market is an important export market for China's PVC manufacturers. In order to safeguard the interests of enterprises in the industry, it is necessary to organize a good response to the investigation of Indian safeguard measures (quantitative restrictions). According to the consensus reached at the meeting, eight enterprises including Xinjiang Zhongtai, YibinTianyuan, Xinfa Group, Tianjin Bohai Chemical Development, Shaanxi Beiyuan, Inner Mongolia Junzheng, China Salt Inner Mongolia and Ordos Chlor Alkali decided to participate in responding to the lawsuit. The Association officially launched the response to India's PVC safeguard measures and formed a working group to promote various work. The registration of stakeholders was completed at the end of September, and the questionnaire filling was completed in the middle of October. The association, enterprises and law firms will make joint efforts to strive for better results in response to PVC safeguard measures in India.
