FECC organized an online meeting on mercury-free assessments of China¡¯s mercury reduction and minimization pilot project for PVC production

On July 22, the Foreign Environmental Cooperation Center of Ministry of Ecology and Environment organized an online meeting to exchange information on mercury-free assessments of China¡¯s mercury reduction and minimization demonstration project for PVC production (PVC project) . Among the participants were Zhao Ziying, Director of the Compliance Department, Yang Jini, the project director, Zhangxin, Vice President of CCAIA and other delegates from China Petroleum and Chemical Industry Federation, Research Center for Eco-Environmental Sciences, Peking University, Institute of Chemistry of Chinese Academy of Sciences, Beijing Municipa Research Institute of Environmental Protection, Xinjiang Tianye, Xinjiang Zhongtai Chemical, Shaanxi Beiyuan, Shandong Xinfa and Shaanxi Jintai. Director Zhao Ziying introduced the relevant information about the second phase of the fourth meeting of the parties to the mercury convention in March. According to Yang Jini, they planned to launch a mercury-free subproject, started by the application evaluation of 10,000 ton-mercury free catalysts and then the demonstration work. With 20 million yuan on the evaluation of 5-10 mercury-free catalyst test units, the project will be launched through bidding within a period of 15 months. These attendees conducted a full discussion around the bidding documents (first draft) and the application scoring sheets. Vice President Zhang Xin put forward his suggestions on the openness of project data and the difference and combination between the project-based mercury free assessment and the industry-based evaluation. The Foreign Environmental Cooperation Center will further revise and improve the bidding documents and application scoring sheets, with expectations to issue a notice in August or September to officially carry out the evaluation work.
